Board of Trustees

The Henderson Memorial Public Library Board of Trustees is currently composed of nine members, who serve four year terms.  Board meetings are normally held the second Tuesday of the month at 6:00 pm in the library's meeting room.  The public is welcome to attend.

Henderson Foundation

Their mission is to assist in the support, maintenance, promotion and development of the public educational and charitable works and activities as presented to the community by the Henderson Memorial Public Library.

The Foundation has provided funds for Archival Materials, Children’s and Adult Programming, Computers, Microfilmed articles from the Jefferson Gazette, and books and movies.  

Current board members include: John Lampson (Chairperson), Atty. Robert McNair, Dr. John Patterson, Peggy Stadler, Jean Carlson, Jim Janson and Cynthia Zigmund.

You can donate to the Henderson Foundation.  Gifts can be deferred by will, trust, or endowment and may be in cash or property, real or personal or directly support any of the ongoing projects.  The Henderson Library Foundation has been declared a 501(C)(3) charitable foundation. Gifts to the Foundation are tax exempt as permitted by law.

Foundation History

The Foundation was founded on February 6, 1973 by Ralph A. Haskins and John E. Lampson with the help of the Northeast Ohio National Bank trust department. At the time, Haskins was serving as president of the Library Association and Lampson was chairman of the building committee. The old library attached to the old fire hall on the southeast corner of Jefferson and Chestnut streets had been condemned. Through the estate of Lloyd Henderson and donation by Ida Goldburg of a parcel of land at the corner of Satin and Chestnut Street the library had a little more than $300,000 to construct a new community facility. That land and cash was paid to Bud Woodbury in exchange for the old Judge Walter Woodbury homestead which became the site of Henderson Memorial Public Library. The Henderson Foundation was initially funded with $100 from the founders. It was intended that any funds left over from the initial bequest would be placed with the foundation. It was ruled "a conflict of interest" to serve on the foundation board and library board. Haskins continued as president of the Library Association and Lampson resigned to serve as a member of the Foundation Board. The other initial trustees were Clifford N. Currier, Theodore A. Peltz, Edward G. Ptaszek, and Julia S. Waters. The Foundation received its first large donation when Ora H. Henderson left the bulk of her estate to the library support organization. Miss Henderson had served as an ex-officio member of the building committee.
 

History

 

Henderson Memorial Public Library is a small, rural library located in Jefferson, Ohio, the seat of Ashtabula County. We serve approximately 5,500 people, including the village of Jefferson and several outlying rural townships.

Henderson Library is part of:

ICAN (Independently Cooperating Ashtabula Network) libraries.

Our archives contain more information on the history of the library and other Jefferson organizations.

The library was founded as "The Citizen's Library of Jefferson in 1883 by the Women's Christian Temperance Union. It was housed on the first floor of the Town Hall in Southwest corner. The library was sustained by contributions of books and money from several local organizations. By 1898, the library had outgrown its space and was moved to the new Fire Hall Building. Up until 1934, representatives of the library board appeared before the Town Council to request funds for operation. After that year, the library joined the County Library Association and opened its doors to all county residents so that they were eligible to receive funding from tax income.

In 1966, the library board recommended that the library be housed in its own separate building. When Lloyd C. Henderson died in 1968, he bequeathed his estate of nearly 1/4 million in investments, securities and real estate to his sister, Ora. His will provided that should Miss Henderson refuse the assets, they were to go to the Citizen’s Public Library Association of Jefferson for the construction and maintenance of a new library building.

Ora Henderson renounced her right to the assets on April 23, 1969 and transferred her share of land in Kansas and other land at Grigg’s Corners to the library association. The new library building, built as a memorial to their parents, was dedicated on November 1, 1972.

We have a small staff of 4 part-time employees and 4 full time employees with 2 degreed librarians; the director and the adult reference librarian. We have 9 board members who are elected to four year terms by members of the Henderson Library Association. The Henderson Library Association is composed of local residents who pay a small annual fee to support the library and participate in the board election.

Our in-house collection consists of over 50,000 materials including books, DVDs, computer software, and audio recordings designed to serve the needs and interests of the Jefferson community. This collection is greatly enhanced by our ability to borrow materials from other Ashtabula County libraries and from libraries all over Ohio and the entire country!

We offer a variety of educational and entertaining programs for children and adults, 13 public computer stations, free computer classes, public meeting space and many other essential services such as photocopying, faxing, and laminating.

Henderson Library also receives financial support from the Henderson Library Foundation.

The Henderson Memorial Public Library is located at 54 East Jefferson Street, one half block east of Route 46 (Chestnut Street).  From Interstate 90, take Route 46 south.   From Routes 322 and 6, take Route 46 north.  At the center of town (intersection of Route 46 (Chestnut Street) and Jefferson Street, turn east on East Jefferson Street.  The Library is on the south side of the street.

Audit Committee

Supplemental Information:

The Fiscal Officer of the Henderson Memorial Public Library Board of Trustees is responsible for keeping the financial records of the library.
  • Financial reports are presented at monthly board meetings for review by the Board of Trustees.
  • The Auditor of State’s office audits library financial records every two years.
  • The duties of the Finance Committee of the Henderson Library Board of Trustees are outlined in a fiscal calendar (see attached).
 
Composition:
 
The Audit Committee of the Henderson Memorial Public Library shall consist of all members of the Finance Committee. If possible, it will include one representative from the business community who is familiar with governmental accounting and auditing.
 
Functions:
 
The Audit Committee works with management and audit staff to select accounting standards, discuss sensitive audit areas, and resolve differences between management and the audit staff. In working with the independent auditors, the audit committee should be apprised of the following matters:
 
·        Fraud and illegal acts
·        Deficiencies in internal controls
·        What the auditors are responsible for and what can be expected of them. (Example: They are expected to provide “reasonable” assurance, not “absolute” assurance.)
·        Significant accounting policies
·        Significant audit adjustments
·        Disagreements with management and consultation with other accountants
·        Difficulties encountered in performing the audit
 
The Audit Committee should meet at least twice during the audit process: once, before the auditors have begun the audit in order to review audit plans and communicate any special areas of concern, and once near the end of the audit, to review the draft audit report and accompanying notes, discussion and analysis.
 
The Audit Committee is expected to formally report its activities to the Board of Trustees and the community at the first regular board meeting following completion of the audit, and at any other time that significant accounting and/or audit issues arise.

Behavior & Conduct in the Library Policy

Henderson Memorial Public Library

To provide an atmosphere that is orderly, pleasant and conducive for work, study and enjoyment so that library materials and services may be used effectively by all, the library will courteously but firmly enforce the following policy.
 
Rules of Conduct
1.         No loud talking, profane language, running or any other behavior annoying or disruptive to others
 
2.         Persons using computers in the library may not send, receive or display text or graphics which may be reasonably construed as obscene
 
3.         No eating or drinking except in the meeting room for programs or other official library functions.
 
4.         No smoking or use of other tobacco products in the building
 
5.         No alcoholic beverages
 
6.         No illegal drugs
 
7.         No loitering in the building or on the grounds
 
8.         No pets, with the exception of animal aids for the disabled (such as Seeing Eye dogs) and those involved in library-sponsored programs
 
9.         No selling or solicitation of any kind
 
10.       No vandalism/damage to library property
 
11.       No weapons
 
12.       No rollerblading, skateboarding or other similar activities on library property

13.       No inappropriate displays of public affection
 
14.       No sleeping
 
15.       No cell phone use in the building except in vestibule areas

16.       Shirts and shoes must be worn
 
15.       Young children must not be left unattended in the building or on the property
 
16.        No more than two students in the public restroom at one time
 
17.        Any other activity which disrupts the library is prohibited
 
 
When these rules are not followed, the following steps will be taken.
 
  1. Issue a verbal warning, with a statement that the person will be asked to leave if the behavior in question does not cease
 
  1. Request that the person leave the building and/or property
 
  1.  Call the police
 
In the case of a juvenile causing a disruption, staff may also call the parent/guardian. The juvenile may be barred from the library unless accompanied by a parent/guardian.
 
A staff member may intervene with a child in order to prevent injury or property damage.
 
Serious and repeat offenders (adults and juveniles) may be barred from the library for up to one year.
 
Any time a staff member feels that a patron’s behavior is threatening to the safety of other patrons or staff, the staff member will call the police immediately.
 
An incident report will be completed by the staff member.

Bulletin Boards, public use

 Bulletin Boards, Public Use

 
Purpose:
To publicize, through the posting of posters, flyers, etc., meetings and other events sponsored by nonprofit organizations. This privilege is open to all groups, regardless of political, religious, or moral ideology. The Library must approve all bulletin board materials and may prohibit postings which do not meet Library standards. The display of materials at the library DOES NOT imply endorsement by the Library.
 
Guidelines
  • Items to be displayed should be of reasonable size.
  • Informational, nonpartisan political events will be publicized. No campaign or ballot-related literature may be posted, except those related to Henderson Memorial Public Library levies.
  • Information regarding money-making events sponsored by any profit-making organization will not be displayed.
  • Information regarding contests or solicitations of any kind will not be displayed unless sponsored by an area library.
  • Because the Library does not have sufficient space to allow varying viewpoints to be exhibited on topics and institutions which are subject to controversy, such as politics, sex, religion, gun control, etc., posters, bulletins, newspaper clippings, etc. on these subjects shall not be permitted.
  • No material advertising political or commercial events may be put up on the library bulletin board or walls.
  • Explicitly excluded are notices of merchandise for sale, rental announcements, and notices of sales or auctions and related events. This would not exclude dinners or similar events held for the benefit of nonprofit organizations.
  • Display materials are considered disposable and library staff may remove and discard as necessary.

Cell Phones

Cell Phone Policy

 
In order to prevent distractions and interruptions and provide an optimal environment for all patrons, cell phone use will be limited in the library.
 
  • Cell phones must be turned off or set to vibrate or pulse when entering the building.  
  • Use of cell phones, including incoming calls, is restricted to the vestibule areas at either entrance, which is the space between the two sets of glass doors.
  • Those violating the policy will be asked to leave the building.

Library Cards
  • Patrons may check out materials if they have a Henderson Library card or a library card from an ICAN library.
  • Patrons residing in Ashtabula County, outside the county, and within Ohio, may register for a library card free-of-charge.
  • Out-of-state patrons may acquire a library card for a $10.00 fee.
  • Patrons 5 years and older may register for a library card.
  • Children under 13 years of age must have a parent or guardian sign for them to register for a library card.
  • To obtain a library card, a patron must have picture identification and identification showing his/her current address (ex: driver’s license, utility bill, passport, military ID). 
  • Children ages 13 to 18 must show a picture ID and some form of identification with his/her current address. If a child does not have ID, a parent or guardian must show ID and sign for the child.
  • Library card applications must be signed in the presence of library staff.
 Limits on Loans
  • Teachers and Homeschoolers may borrow up to five fictionvideos/DVDs and two educational CD-ROMs at one time.
 Interlibrary Loans
  • Materials, other than videos/DVDs, requested through ICAN may be borrowed for two weeks with two renewals permitted.
  • Materials received from libraries other than ICANare subject to the lending library’s policies on loans and renewals.
  • Videos/DVDs received from an ICAN library, will follow the policy from that library.
  • Any fees incurred from the lending libraryare the responsibility of the patron.
  • There is a limit of ten (10) requests at a time for those outside of ICAN.
 Use of Library Card
  • Patrons must have a valid library card in order to check out material.
  • Patrons may check out materials without presenting a library card at the discretion of the staff.
  • Patrons may use their library cards as long as fines do not exceed $10.00.
  • HMPL follows the ALA Council Library Bill of Rights.

  • The Fax Machine is available to send or receive during library hours.
  • Patrons may initiate FAXes themselves or with help from the staff.
  • FAXes will be sent for patrons as staff time permits.
  • Any FAX received or sent will be kept on file at the library for one week,

Circulation Policies--Teacher Card

CIRCULATION POLICY

Homeschool Instructor/Teacher Cards
 
Purpose of this special card:
As a courtesy, the Library makes this privilege of extended loans on materials available for academic use only. The Library requests considering the needs of others by limiting extended selection of holiday and specialty materials. Special “closed reserved” collections of special materials may be requested for special short-term projects.
 
Loan period
  • Books, magazines, non-fiction videos/DVDs,books-on-tape, music, and software intended for academic use may be borrowed for six weeks with no renewals.
  • Fiction videos and DVDs, (for instructional purposes only which excludes new videos/DVDs), may be borrowed for two weeks with no renewals.
 Interlibrary Loans
  • Materials, other than videos/DVDs, requested through ICAN may be

Collection Development

Mission

Henderson Memorial Public Library strives to serve the diverse members of the Jefferson Community by providing materials for education, information, recreation and research.
 
Purpose
A collection development policy is a written document that assists staff in selecting materials, evaluating the collection and maintaining the collection, which includes weeding (withdrawal of materials). No budget is large enough to allow the purchase of every resource published. This policy will guide staff in making selections which meet community needs within the given budget. No policy can take the place of staff members’ judgments; however, this policy will serve as guidelines.
 
Level of Collection Development
Henderson Memorial Public Library collects materials at the Basic Information Level as defined by the American Library Association’s collection level definitions (Appendix A). This means the library will purchase items that serve to “introduce and define a subject and to indicate the varieties of information available elsewhere.” Materials are generally aimed at the non-specialized user.
 
The collection reflects the collective needs of the community, not any one individual’s needs. Interlibrary loan is available to try to provide access to materials not part of the library’s collection.
 
The library takes into account other nearby libraries’ collections and tries to avoid unnecessary and costly duplication of materials that are able to be obtained easily in a nearby geographic area. The library is a member of the Independently Cooperating Ashtabula Network (ICAN) and the statewide Ohio Libraries Share-MORE (OLS-MORE).   If a patron desires an item not in the library’s collection, every effort will be made to obtain the item from another library. In some cases, dependent on the cost and usefulness to the community, the item may also be purchased for the library’s collection.
 
Responsibility
Responsibility for materials selection rests with the Director who operates within the framework of policies established by the Board of Trustees. The Director may delegate responsibility for collection development to various, trained staff members. However, because the Director is responsible to the Library Board and general public, s/he may select or reject any materials contrary to the recommendation of the staff. And, therefore, any material selected for the collection shall be considered to be selected by the Library Board.
 
Selection of Resources
The library collects information in a variety of formats, including print, audiovisual and electronic. 
 
Materials are selected based on space, funds, and varied needs of the community.
 
Resources are evaluated based on accuracy, scope, timeliness, social significance, literary or recreational value, relationship to other resources in its field or format, clarity, and/or accessibility. A resource which does not meet these standards may still be selected if it presents a view not otherwise represented in the collection or community demand justifies its purchase. Resources of potential future value are selected for lasting importance.
 
A resource is evaluated as a whole, not by section(s).
 
Materials will be selected that represent different viewpoints on controversial issues, including those with unpopular or unorthodox positions.    The library realizes that a resource that may offend one person may be meaningful to another. 
 
Censorship: The selection of library materials is predicated on the library patron’s right to read, and similarly, his freedom from censorship by others. Many books are controversial and any given item may offend some persons. Selections for the Library will not, however, be made on the basis of anticipated approval or disapproval, but solely on the merits of the material in relation to the interest of the readers. This Library holds censorship to be a purely individual matter and declares that while anyone is free to reject for himself books and other materials of which he does not approve—he cannot exercise this right to restrain the freedom of others. With respect to the use of library materials by children, the decision as to what a minor may read is the responsibility of his or her parent or guardian. Selection will not be inhibited by the possibility that books may inadvertently come into the possession of minors. The library adheres to the Library Bill of Rights, The Freedom to Read Statement, and The Freedom to View Statement (see Appendix B). 
 
The Library’s selection of materials does not constitute or imply agreement with or approval of its content but makes differing viewpoints available.
 
Materials will not be excluded because of unorthodox language, nontraditional theme or unusual presentation.
 
Multiple copies of some materials may be purchased to meet heavy demand.
 
The library does not collect textbooks, unless that material meets the general community’s needs on a given topic. Textbooks are not added in support of a specific curriculum.
 
The public may make suggestions for selection. This decision rests with the Director and is based on criteria defined above.
 
Donations are accepted and follow the same criteria as for new materials. Refer to the Gift Policy. A gift will not be added to the collection solely because it is a gift.
 
Reviews of materials in professional journals, such as Library Journal and Booklist, are consulted for possible selections. Electronic sources, such as Amazon.com, are used. Trends and materials, as reported in the media, are also considered for selection. This is not an all inclusive list.
 
Weeding (Withdrawal of Materials)
The library collection is not archival and, therefore, needs to be reviewed and revised continually.
 
The Crew Method (The Crew Method: Expanded Guidelines for Collection Evaluation and Weeding for Small and Medium-Sized Public Libraries. Belinda Boon. Austin, Texas: Texas State Library, 1995.) is followed for deselection of materials.
 
Materials withdrawn from the collection may be donated to other organizations, put into the book sale, or otherwise disposed of.
 
Reconsideration of Materials
Questions and complaints should be made to the Director. Any person wishing to have a book removed from the Library will make his/her intentions known by filling out the Citizen’s Request for Reconsideration of Library Material form (Appendix C).
 
The Library Director will attempt to resolve the request.
 
If the request cannot be resolved, the complaint may proceed to the next level which will be a committee composed of the library director, one other staff member and two board members.
 
If the complaint cannot be resolved at the first two levels, the final level will be to present the complaint to the entire library board for board action.
 
The Library Board defends intellectual freedom and resists censorship. Whenever censorship is involved, no materials will be removed from the library except by a unanimous vote of the Library Board.

Computer Timer

Computer Use Policy
  
You must read and agree to the terms below before continuing to use this service.
 
Use of this service is a privilege.
 
Failure to comply with these terms will result in the loss of that privilege.
 
Activating this timer constitutes agreement to the Library’s Internet and Computer Use Policy!
  1. For library computers,exit from all programs when you are done. DO NOT TURN OFF THE COMPUTER! If you feel it’s necessary to turn off or restart this computer for any reason, contact a staff member for help. Do not do it yourself.
  2. If you are using a library computer andwish to save material, download your files to a preformatted IBM disk or other media storage device. Disks and other media storage devices may be purchased at the Circulation Desk. Virus-checking software will NOT protect your computer if you download programs. If you are concerned about the possibilities of computer viruses, you should install and use virus protection software on your own computer. The library is not responsible for damage to personal media storage devices.
 
  1. For library computers, DO NOT modify this computer or software in any way. This includes downloading and installing programs, images or plug-ins on this computer.
 
  1. All applicable laws regarding copyright must be obeyed.
 
  1. Do not display text or graphics that may be reasonably defined by others as obscene.
 
  1. Users have the right of confidentiality and the right of privacy. However, security is technically difficult to achieve and the library computers are located in a public area. Electronic transactions of information and viewing screens could become public. As a result, the library cannot guarantee privacy or confidentiality. Remember to exercise common courtesy. It is rude to look over another’s shoulder to see what he or she is doing on the computer, and it is disturbing to another’s concentration to stand around the computer while waiting your turn. Remember that people using the Internet after you may see which sites you have visited.
 
  1. Be aware that the connection may fail or the computer may “freeze” while you are using it. Such occurrences are unfortunate, but do not entitle you to go beyond your allotted time if others are waiting. The computers in the Library will be unavailable when needed for training.
 
  1. Use of the library Internet access computers is on a first-come, first-served basis. Sign-up sheets are available at the Check Out Desk. All users will sign in using full name, first and last. You may reserve no more than a one-half hour slot for the current day only. No reservations for future days will be made and telephone reservations will not be taken. It is your responsibility to give up the computer after one-half hour. Staff may make an exception to the time limit when demand is light or heavy. No user may linger on the computers beyond thirty minutes if others are waiting.
 
  1. Use of computersand wireless access are for educational, informational, recreational and research purposes only—not for unauthorized, illegal or unethical purposes.
 
  1. The Library does not provide e-mail accounts. The only way you can send e-mail or access your e-mail is if you have an e-mail account with a mail server accessible through a web site.
 
  1. Printing is charged at 15 cents per page. All printing from a library computeris sent to a central printer behind the Circulation Desk. You must pick up your copies and pay at the Circulation Desk.
 
  1. You may not always be able to access the sites on the Internet that you are trying to visit. There may be too many Internet visitors and the host computer may have closed or have limited access. The database or resource may be licensed to a particular institution. The host computer may have changed its address or closed down. The Library’s Internet connection may be periodically and temporarily inoperable due to technical difficulties.
 
  1. Misuse of the computers or Internet access will result in loss of your Internet privileges. Your use of the computer should not infringe upon the rights of others.
 
  1. No user may engage in Chat Rooms or Instant Messaging use on library computers.
 
  1. No more than two students at a time may use the libraryInternet computers unless accompanied by an adult.
 
  1. The library reserves the right to “bump” recreational users if access is needed to assist patrons with bonafide reference and research questions.
 
  1. Wireless access users must comply with the applicable rules also.

Computer Use

Computer Use Policy

Purpose: Library computers are provided for such things as word processing and Internet access to fulfill the library’s mission to meet users’ educational, informational, recreational and research needs.

 
  • The Library makes available the use of library computers according to the following guidelines:
 
1)      Patrons must first sign-in at circulation desk and select an available computer station.
2)      Patrons must indicate date, time and full name.
3)      No more than two students may work at one computer, unless accompanied by an adult.
 
·        When available, wireless access is also provided for patrons using their own laptop computers. Staff does not assist or instruct in wireless usage. The library makes the service available; users are responsible for making use of the service themselves.
 
Patron Guidelines:
 
1)      Computer agreement policy is posted on each computer.
2)       Patrons must click “agreement” button to activate the Internet.
3)       Patrons have 30 minutes, after which the computer will automatically shut down.
4)      Patrons may request that staff extend additional computer time, if others are not waiting.

Concealed Carry

Concealed Carry Policy

Infraction of this policy will result in revocation of library privileges.

 
Whereas the Henderson Memorial Public Library is a community gathering place for life long learning, and
 
Whereas the Henderson Memorial Public Library has children and adults of all ages in their buildings at all times, and
 
Whereas the Ohio General Assembly has enacted legislation that includes an exemption for public libraries as a permissible location for concealed weapons,
 
Therefore, be it resolved that the Board of Trustees of the Henderson Memorial Public Library, does not permit weapons of any kind, either concealed or in plain view on its property or in its buildings, unless the owner of the weapon is a law enforcement officer, and
 
Be it further resolved, that the Board of Trustees of the Henderson Memorial Public Library will post the necessary notification of its status as exempt from Ohio’s Concealed Carry Legislation as required by the Ohio Revised Code.

Confidentiality of Circulation Records and Patron Information

 Confidentiality of Circulation Records and Patron Information

In accordance with the Ohio Revised Code (“ORC”) section 149.432 dealingwith the confidentiality of library records, The Henderson Memorial Public Library Board of Trustees specifically recognizes that its circulation records and other records identifying the names of Library users with specific materials are confidential.  No such records shall be made available to any agency of state, federal or local government, or to any individual not specifically authorized by the Library Director for legitimate business purposes, except pursuant to such process, order, or subpoena as may be authorized under the authority of, and pursuant to, federal, state, or local law relating to civil, criminal or administrative discovery procedures or legislative investigatory power.
 
Exceptions to this statute, as outlined in sections (B)(1-5) of this statute include:
1)      The request of a parent, guardian, or custodian,
2)      The production of some form of a court order or in light of an exigent circumstance,
3)      The patron’s consent to release of his information,
4)      For use in various administrative library purposes, and
5)      To document improper use of the internet at the library.
 
Prior to releasing any information on a minor to a parent, guardian, or custodian, personal identification (driver’s license, birth certificate, etc.) must be produced to verify the relationship, and in some instances a court order verifying their role with regards to the minor may be required.

Exhibits and Displays

Exhibits & Displays Policy

Purpose
Exhibit and display areas in Henderson Memorial Public Library are primarily for library materials and events. When the exhibit and display areas are not being used for library activities, Henderson Memorial Public Library welcomes displays and exhibits of interest to the community from individuals, nonprofit organizations or community groups.
 
The Library does not necessarily advocate or endorse the viewpoints of a particular display or exhibitor.
 
Conditions for Display
  • The exhibits and displays must meet acceptable community standards. The library has the final decision.
 
  • Materials from for-profit organizations or those prepared primarily for commercial purposes will not be displayed.
 
  • Application for exhibits and displays will be made through the Director on a first come, first served basis. Displays are normally booked months in advance.
 
  • Exhibitors are responsible for setting up their own displays. However, the Library shall have the final decision on the arrangement of all exhibits and displays.
 
  • Displays and exhibits will normally be put up on the first of the month and removed by the last day of the month.
 
  • Due to limited storage space, any items left more than four weeks may be disposed of as the Library sees fit.
 
  • The Library will not sell items from the display case and selling prices will not be displayed.
 
  • Individuals and groups may display a sign noting who provided the display.
 
  • The Library assumes no responsibility for the preservation, protection or possible damage or theft of any item exhibited or displayed. All items placed in the library are done so at the owner’s risk. All exhibitors will sign a form that releases the Library from any responsibility for exhibited items. If the exhibitor is a minor, a parent or legal guardian shall sign the form. Insurance is the sole responsibility of the lender.

Gifts

GIFT POLICY
Monetary Gifts
A monetary gift to Henderson Memorial Public Library is one that will be enjoyed by the community for years to come.
 
Monetary gifts given without restriction may be used in ways as deemed appropriate by the Director or Library Board: purchase of materials or equipment, library programs, etc.
 
Monetary gifts of $1000 or less are accepted by the Director and reported to the Library Board of Trustees.
 
Monetary gifts over $1000 must be approved by the Library Board before acceptance.
 
Gifts to Henderson Memorial Public Library are tax-deductible. 
 
 
Gift Books, Magazines and Nonprint Materials
The Board of the Henderson Memorial Public Library gratefully acknowledges the receipt of donated materials with the following guidelines.
 
NEW MATERIALS:
1.             New materials may be considered for addition to the collection, based upon the current Collection Development Policy.
2.             Books written by local authors may be added, regardless of quality or need.
3.             Gift plates may be added to the inside book covers indicating donor.
4.             A thank you card will be sent to the donor, as well as to an individual or family, should the book have been donated in their honor or memory.
5.             The Library retains the right to place donated materialsnot needed, in book sales or dispose of them in other ways.
 
USED MATERIALS:
The Library may add used materials to the collection, based upon the Collection Development Policy, and the following guidelines:
1.            Books must not be outdated, or in the case of editions, superseded.
2.            Books must be in good condition and not in need of binding or repairs. Example: No marked or torn pages, broken spines, yellowed paper.
3.            The Library retains the right to place donated used materials in book sales or dispose of them in other ways if the above criteria are not met.
 
MAGAZINES:
1.            Subscriptions to new magazines will be considered and accepted based upon the Collection Development Policy.
 
   
DONATION ACKNOWLEDGEMENT:
            A donation acknowledgement form (attached) should be completed by the donor. The Library assigns no estimate or value to any donated item. This responsibility lies with the donor.

Home Delivery

How Homebound Delivery Works…
 
If a person is unable to visit the library due to illness or other special needs, we’ll deliver library books and materials to that person. The library will provide selection, delivery, and pick-up of library materials. For those with special needs, large print books and books-on-tape and CD are also available. Materials will be delivered monthly. This service is provided in Jefferson Village and Jefferson Township, the library’s service area.
 
Any homebound person who is in need of this service in Jefferson Village or Jefferson Township should fill out the attached form and return it to the library. A staff member will then contact you to arrange delivery.
 
We have had several community members volunteer to deliver materials. Just let us know you need the materials and we’ll be happy to deliver them to your door.

Internet Filtering

Internet Filtering Policy
 
 
It is the policy of Henderson Memorial Public Library to install filtering software on public workstations to block access to material that might be deemed objectionable. In compliance with the Children’s Internet Protection Act (CIPA), the Henderson Memorial Public Library staff will disable the Internet filter on a specified public-access computer terminal upon request by an adult (17 years of age or older) for bona fide research or other lawful purposes. The library staff will comply with the request without undue delay and will not inquire as to the purpose of the adult’s request.
 
Given the nature of how information and sites become accessible through the Internet, the library cannot and does not guarantee that the filtering software will block all sexually explicit material or any other material that some patrons may find objectionable.
 
It is the policy of the Henderson Memorial Public Library that parents or legal guardians of minor children are ultimately responsible for the child’s use of the Internet at the library. Furthermore, library staff cannot be held responsible for supervising minors while they are using the Internet workstations. All Internet users are not permitted to access Internet sites that may be unsuitable for minors.
 
Patrons in any and all areas of the library may not use Internet sessions in a manner that is deliberately offensive or creates a hostile or intimidating environment.

Meeting Room

 MEETING ROOM POLICY

Purpose: The Meeting Room is for library meetings and activities. When the room is not in use for library needs, nonprofit organizations may use it for civic, cultural or educational purposes.  Groups not meeting the above criteria will be considered on an individual basis. The Board has the final decision.

 
Guidelines for use of the meeting room:
 
  1. Representatives or organizations wishing to use the room must complete and sign a meeting room form. Faxed versions are acceptable. Forms will be kept on filefor one year.
 
2.   All meetings and programs must be free and open to the public.
 
  1. No group may reserve the room for financial gain by charging a fee or selling a product except when sponsored by the Library or the Friends of the Library.
                                               
  1. No one under the age of 18 may use the room without adult supervision.
 
  1. The room can be reserved for regularly scheduled meetings for no more than four months in advance.   No showers, parties or dinners are permitted. The Board will consider exceptions.
 
  1. The Library reserves the right to reschedule any meeting as needed. In emergency situations, meetings may be cancelled.
 
  1. The Library must be notified of cancellations.
 
  1. Smoking is not permitted.
 
  1. Each group is responsible for setting up the meeting room and restoring it to its original condition after the meeting.
 
  1. The room will be inspected for any damage or debris before and after each use. Any damaged materials or equipment will be charged to the organization for replacement.
 
  1. Nonalcoholic beverages and light snacks only will be permitted.
 
  1. No equipment or materials may be stored in the library by the organization using the room.
 
  1. If meetings go past library closing, the contact person for the group is responsible for: Turning off all meeting room lights and hall lights; checking that the outside door is closed and locked upon leaving the library.
 
  1. The Library reserves the right to charge a fee for any needed repairs or cleaning.

Petitions

Petitions Policy
 
Collection of signatures for petitions may not take place inside the Library. Petition gatherers may only be in the Library’s parking lot. Collection must be done in an orderly, non-aggressive manner and cannot interfere with library operations. This activity must not interfere with entry or exit of the Library or Library parking lot or interrupt traffic flow. Those not compiling with this policy will be asked to leave the Library’s property. For refusal to leave, the police will be called.

Public Comments at Board of Trustees and Committee Meetings

POLICY FOR PUBLIC COMMENTS AT BOARD OF TRUSTEE AND COMMITTEE MEETINGS
 
 
In order to hear everyone’s comments and for the Library Board of Trustees to accomplish its business, the Library Board of Trustees follows the following public comments policy.
 
Meetings of Henderson Memorial Public Library Board of Trustees are public meetings, which means, the meetings may be observed by the public. Board meetings are not open meetings, however, which means observers may not participate in the work of the Board.
 
The agenda of the Board meeting shall include an item for public comments. This is the only time during a board meeting that the public may contribute to the meeting. The Board accepts comments, but may not respond to them, preferring instead to consider them at another time.
 
Each person wishing to make comment to the Board shall (a) be given three (3) minutes to speak and (b) shall provide his name and address for inclusion in the official record of the Board. The minutes of the Board will reflect the comments made by members of the public.
 
Copies of Board minutes are available when requested in accordance with the public records policy adopted by the Board.

Public Meetings

Public Meetings Policy

 In compliance with Section 121.22 of the Ohio Revised Code, meetings of the Board of Trustees, including special meetings and committee meetings of the Board of Trustees, are open to the public. Notice of such meetings will be posted in the library. Meetings of the Board of Trustees are normally held the second Tuesday of the month at 6 pm at the library. Notice of special and committee meetings will be posted in the library. Minutes of Board of Trustees meetings are available for public inspection. The Board of Trustees reserves the right to hold executive sessions in accordance with Section 121.22 of the Ohio Revised Code.
 
As an association library, we will continue to comply with these laws.

 Ohio Revised Code 149.43 provides that all public records shall be promptly prepared and made available for inspection to any person at all reasonable business hours.
 
Requests to view records of the Library must follow these procedures:
1.         Requests for inspection of any public record kept by Henderson Memorial Public Library shall be addressed to the Director.
2.         The Director shall determine which records are to be disclosed and which are exempt from disclosure.
3.         Any questions as to the exempt status of any record should be reviewed with the Board President and/or the Ashtabula County Prosecutor’s Office. Unresolved issues will be forwarded to the Ashtabula County Prosecutor’s Office.
4.         Upon determination that the requested records are available and to be disclosed, an appointment will be made with the requesting party to review the records in the presence of the Director or designee. The appointment will be during regular business hours.
5.         The Director or designee will make copies of records if the requestor chooses. The copies will be made on a reimbursable basis at the established rate. The copies will be available for the requesting party to pick up within a reasonable period of time based on the volume of the request after payment for copies has been received.
6.         If the requesting party wishes copies to be mailed, the requestor must pay for copies at the established rate and for delivery costs prior to the records being mailed.
7.         The library does not ask about the identity of the requestor or the intended use of any requested public document, except when necessary to facilitate compliance with a request.
8.         A record retentions schedule, approved by the Ohio Historical Society, is followed.
9.         The Library Board of Trustees with the Fiscal Officer are the library records commission.
10.       The library records commission will meet at least yearly to review the records retention schedule and review disposal of obsolete records.
11.       The library records commission will then submit the requests to the Ohio Historical Society. If after fifteen (15) days, the Ohio Historical Society has not requested any of said records, the records will be disposed of.
 
As an association library, we will continue to comply with these laws.

Policy for Selection of Board Members
 
            As a term of the Henderson Memorial Public Library Board member expires or as a vacancy occurs, the Board of Trustees shall follow the Constitution of the Henderson Memorial Library Association and the Guidelines for Selection of Henderson Memorial Public Library Board Members. The Guidelines shall be adopted by the Association membership, shall be distributed to Board members and to the public as needed and/or requested, and will be reviewed by an ad hoc committee every five years, or sooner, with revision voted on by Association membership at the Annual Meeting.
 
Guidelines
 
            When a vacancy occurs and in Augustof each year, the Nominating Committee shall solicit applications and recommendations in a timely manner so that an appointment may be made within fiftydays of trustee vacancy or so that a summary of candidates’ applications can be sent with Annual Meeting notice.
 
The recruitingof candidates will be done using the following method:
 
news releases through various media (including local papers)
announcing the process and inviting interested people to submit applications.
 
            solicitation of referrals from current Board members and staff
 
Association members will be notified of all board vacancies by mail annually in
August.
 
The recommendation will be based on the following criteria:
 
            The composition of the Board should include members with experience and/or
knowledge in a variety of fields, such as, professional experience in law, education, accounting, personnel and labor relations; practical business experience, executive ability, management skills, and plain common sense; political know-how.
 
Nominees shall be members of the Henderson Memorial Public Library
Association and should have an interest in the work of the public library, a commitment to its goals, the ability to work as a team member, and a willingness to ask questions, offer criticism and make suggestions.
           
They should also have the courage to plan creatively, and to withstand
prejudicialpressures. 
 
            A commitment to intellectual freedom is essential.
 
A readiness to devote time and effort to carrying out the duties of trusteeship is
necessary.
 
            Nominees should have a recognition of the library’s importance as a center of
information of community culture, recreation, and continuing education.
 
The Process of Selection For Mid-Term Vacancies Shall Include
 
1)      appointment of a nominating committee as required in the HMPL Association
Constitution Article V, Section 1 charged with recommending to the Board a nominee for appointment to the Board;
 
2)   review of questionnaires by the nominating committee;
 
3)      review of applications from the previous 12 months;
 
4)      personal interviews with the top candidates by the nominating committee;
 
5)      recommendation from the committee to the Board of the applicant it believes meet the qualifications and/or special skills needed to balance those represented by the continuing Board members;
 
6)      action by the Board of Trustees on the recommendation of the committee
 
The Process of Selection for Expired Board Term
 
1)      appointment of a nominating committee as required in the HMPL   Association Constitution Article V, Section 1 charged with recommending to the Board a nominee for appointment to the Board;
 
2) public notification of the vacancy as indicated in the Guidelines and   
     distribution of “Questionnaire for Prospective Members….” Packet
 
3)      Each Augusta notice of expired terms must be sent to all Association
Members plus instructions for application
 
4)      Select a slate of candidates and send a summary of their questionnaires
with Annual Meeting packets

Determines the goals and objectives of the library and methods of evaluating progress toward meeting them.
 
Administration
Monitorslibrary’s progress and problems through director’s reports, personal use of the library, and feedback from the public.
 
Budget
Reviews preliminary budget submitted by Fiscal Officerwith thelibrary director, makes necessary changes, officially approves budget requests.
Explores and considers all ways of increasing library’s income
 
Board Meetings
Attends and participates in all regular and special meetings.
Meets regularly second Tuesday of every month.
Attends committee or special meetings several times per year.
 
Public Relations
Promotes the library to the community and keeps the library informed of community needs
 
Planning for Library’s Growth
Analyzes the community and considers library’s strengths and weaknesses in relation to it.
Sets goals and adopts short and long-range plans for library’s growth.
Sets priorities and decides actions to implement plans.

            The Henderson Memorial Public Library strives to serve the diverse members of the Jefferson community. The library provides its community with materials for education, information, recreation and research.

            The role of the Henderson Memorial Public Library is to provide both information resources and popular works. It should offer materials for life-long learning, including reference materials, independent study resources and educational support for students of all ages. The library should meet the information and entertainment needs of adults, young-adults, and children through print and non-print materials, and programs.

Board Member Job Description
 
Duties of a Library Trustee:
 
1. Attends board meetings and appropriate committee meetings
 
2. Hires Library Director and Fiscal Officer
 
3. Under the guidance of the Director, establishes Board policies
 
4. Supports the Director and staff in their enforcement of policies
 
5. Ensures that the library is financially secure and that funds are expended correctly
 
6. Is a vocal supporter of the library within the community
 
7. Establishes long-term goals for the library
 
8. Makes all decisions based onthe good of the library and the community it serves
 
9. Is aware of the needs of the community which the library serves
 
10. Makes an effort to learn library trends and visit other libraries
 
11. Respects the Director’s and Fiscal Officer’sexpertise and gives them support
 
12. Carefully avoids infringement on library staff’s management function.
 
13. Raises money for the library
 
14. Follows Board Code of Ethics

Unattended Children

Unattended Children Policy 

Unattended Child Policy

The Henderson Memorial Public Library is dedicated to providing a warm, welcoming, and exciting environment for people of all ages and wants children to use its facilities. Therefore, children in the library should always be accompanied by a parent/guardian or assigned caregiver as stipulated below.
 
 

Preschoolers

Parents/caregivers/guardians are required to remain in the library during preschool programs and join their child(ren) at its conclusion.
 
 

Children ages 8 through 12 may use the library on their own. However, parents are still responsible for the actions of their child(ren), as the library cannot guarantee safety for unattended children.

 
Young adults ages 13 through 17 are treated as adult users. However, they are still legally the responsibility of their parents and should have an emergency contact available.
 
 

Closing Time

If a child is left unattended in the Library at closing, the staff will attempt to locate his/her parents. The Library staff will contact law enforcement personnel if staff are unable to reach parents or other caregivers by telephone. Staff will fill out an incident report. Staff will not leave a child outside to wait for a ride nor drive children home.
 
Repeat offenders of the Library’s Unattended Children Policy, will be sent a letter informing them that future violations of the Library’s policy will necessitate contacting the Department of Human Services.

Volunteers

Volunteer Policy

 Volunteers at Henderson Memorial Public Library supplement the work performed by paid library staff. They provide support services to staff and/or work on special projects. Volunteering provides an opportunity for personal satisfaction in serving the community through the library.
 
  • A volunteer is someone who serves without remuneration in wages, benefits or other compensation (including travel expenses).
  • A volunteer is not covered by the library’s workers compensation coverage. 
  • If a volunteer uses his/her car for library services (such as delivery to homebound patrons), he/she must show proof of car insurance and a valid driver’s license.
  • A volunteer must fill out a volunteer registration/agreement form (see attached). For a minor child (under 18 years of age), a parent or guardian must also sign the form.
  • Volunteers provide services “at-will.” This means the library or the volunteer can terminate his/her services at any time.
  • Volunteers shall follow the same behavior as employees as they represent the library to the public.
  • Volunteers must adhere to library policies and procedures as they represent the library.
  • Volunteers must maintain confidentiality of patrons.
  • Volunteers must be approved by the Director or his/her designee.
  • Volunteers report to the Director or his/her designee.
  • References will be checked for volunteers by the Director or his/her designee.
  • Volunteer activities include, but are not limited to, delivery of material to homebound patrons, cleaning materials, working on the obituary index, making copies, sending faxes, assisting with book sales, and helping with children and adult programs.
  • If a volunteer will not be available on a particular day or time, they should notify the director or his/her designee as soon as possible.
